Captain (CAPT) Billy Collins, DHSc, PA-C, is a commissioned officer within the U.S. Public Health Service (PHS). Billy is currently serving as Chief Medical Officer for the Chief Kina Health Clinic with the Indian Health Service in Texas. CAPT Collins served as Associate Investigator and Director of Clinical Services for the Social Determinants of Obesity and Cardiovascular Risk Laboratory within the National Heart, Lung, Blood Institute at the National Institutes of Health, and Site Director of Research for the Defense & Veterans Brain Injury Center at Fort Bragg, North Carolina, where he also functioned as a Principal Investigator and member of the Womack Army Medical Center Institutional Review Board.

Billy’s commitment to the profession began with the North Carolina Academy of PAs where he served on the Board of Directors and as Student Affairs Committee Chair. He is a past member of the AAPA Board of Directors, serving as Vice President with PHS Academy of PAs, and is currently the Academy’s liaison to the American Diabetes Association and Patient Center Outcomes Research Institute.

CAPT Collins earned a Bachelor of Science degree in Respiratory Care from the University of Texas Medical Branch and a Master of Science degree in PA studies from East Carolina University. He received a Doctor of Health Sciences degree from Nova Southeastern University. Billy is a graduate of both the North Carolina Medical Society Leadership College and Duke University PA Program Teaching Fellowship program. Leisure time is spent with family and friends, playing guitar, and attending music festivals.
